Measure of the Telecommunications Office of the Slovak Republic No. O-1/2004
of April 14, 2004, laying down particulars on certificates of special professional
qualification to operate selected radio devices, on establishing an examining commission,
and on the content, scope, and procedure of an examination
The Telecommunications Office of the Slovak Republic (hereinafter “Office”),
pursuant to Article 36 of Act No. 610/2003 Z.z. on electronic communications (hereinafter
“Act”) herewith sets out:
Article 1
Special Professional Qualification
- Special professional qualification is attested by a valid certificate of
special professional qualification (hereinafter “certificate”):
- a general certificate of radiotelephone operator in aeronautical mobile
service that authorizes its holder to operate radio equipment to provide
radiotelephone service on any aircraft station, aircraft earth station,
aeronautical station, or aeronautical earth station,
- a restricted certificate of radiotelephone operator in aeronautical
mobile service that authorizes its holder to operate equipment to provide
radiotelephone service on any aircraft station, aircraft earth station,
aeronautical station, or aeronautical earth station working on frequencies
assigned allocated exclusively to the aeronautical mobile service or aeronautical
mobile satellite service, if operating the transmitter only involves using
simple external switching devices,
- a limited restricted certificate of radiotelephone operator in aeronautical
mobile service II that authorizes its holder to operate equipment to provide
radiotelephone service on any aircraft station, aircraft earth station,
aeronautical station, or aeronautical earth station working on frequencies
allocated exclusively to the aeronautical mobile service or aeronautical
mobile satellite service, if operating the transmitter only involves using
simple external switching devices, and this only on the territory
of the Slovak Republic,
- a general certificate of an operator in maritime mobile service that
authorizes its holder to operate equipment to provide service on a
ship station, ship earth station, and a coastal coast station working in
all frequency bands of the global maritime distress and safety system,
- a restricted certificate of an operator in maritime mobile service that
authorizes its holder to operate equipment to provide service on a ship
station, ship earth station, and a coast station working in very high frequency
bands of the global maritime distress and safety system,
- a general certificate of a radiotelephone operator in maritime mobile
service that authorizes its holder to operate equipment to provide radiotelephone
service on a ship and coast station,
- a limited restricted certificate of a radiotelephone operator in maritime
mobile service that authorizes its holder to operate equipment to provide
radiotelephone service on a ship station sailing up to 200 nautical miles
from the coast or that provides shipping along the coast, if operating
the transmitter only involves using simple external control elements switching
devices
- a restricted certificate of a radiotelephone operator for inland waterways
that authorizes its holder to operate equipment to provide radiotelephone
service on a ship station sailing on inland waterways or a coast station,
if operating the transmitter only involves using simple external control
elements switching devices,
- a certificate of land radiotelegraph operator that authorizes its holder
to operate equipment to provide radiotelegraph and radiotelephone service
on a land radio communication service station working in shortwave frequency
bands,
- a certificate of an operator or amateur stations that authorizes its
holder to operate an amateur station of the pertinent operator class.
- A certificate pursuant to Paragraph 1, Letters a) to h) shall contain:
- certificate number,
- name, surname, and date of birth of the certificate holder,
- date of issue,
- photograph of the certificate holder,
- rubberstamp and signature of an authorized person
- A certificate pursuant to Paragraph 1, Letter i) shall contain:
- certificate number,
- name, surname, and date of birth of the certificate holder,
- date of issue,
- rubberstamp and signature of an authorized person
- A certificate pursuant to Paragraph 1, Letter j) shall contain:
- certificate number,
- name, surname, and date of birth of the certificate holder,
- date of issue,
- class of the operator of amateur stations
- rubberstamp and signature of an authorized person
- A certificate pursuant to Paragraph 1, Letters a) to h) and j) for class
B is written also in one of the working languages used in the International
Telecommunications Union.
Article 2
A precondition for assigning an operator into individual classes is the fulfillment
of requirements specified in the annex, and in case of classes D, C, and B also
passing an examination pursuant to this measure.
Professional qualification of an operator of amateur stations and his assignment
into one of four classes of operators marked as D, C, B and A is done depending
on the extent of knowledge and practical experience.
Article 3
Establishing an Examining Commission
- An examining commission is established and its members appointed and dismissed
by the chairman of the Office.
- Work of the examining commission is governed by the examination order.
Article 4
Conditions for Taking an Examination
- An applicant for a certificate (hereinafter “applicant”) applies to take
an examination in writing.
- An application shall contain the following data:
- name, surname, and date of birth of the applicant,
- nationality,
- permanent residence address,
- document of attained education,
- requested type of certificate,
- two photographs 3x3.5 cm for a certificates pursuant to Article 3, Paragraph
1, Letters a) to h).
Article 5
- Examination dates are determined by the chairman of the commission. An examination
shall take place not later than within six months after an application was filed.
Secretary of the commission shall notify the applicant of the time and place
of the examination not later than two weeks in advance.
- If an applicant for an examination does not provide a reasonable excuse
[of absence], he can take the examination only based on a new application.
Article 6
Content and Scope of an Examination
- Every examination has a theoretical and practical part.
- Every examination consists of the following test subjects:
- radiocommunication regulations,
- radiocommunication operation
- electrical engineering and wireless communication,
- An examination in the subject of radiocommunication regulations for a certificate
pursuant to Article 1, Paragraph 1, Letters a), d) to f) is also includes a
test of knowledge of world geography.
- An examination in the subject of radiocommunication service operation for
a certificate pursuant to Article 1, Paragraph 1, Letters a), b), d) to f) shall
also include an English language test.
- An examination in the subject of radiocommunication operation for a certificate
pursuant to Article 1, Paragraph 1, Letters i), j) shall also include a practical
test of telegraphy.
- The extent of required knowledge and practical experience is specified in
the annex to this measure.
Article 7
Course of an Examination
- Chairman of the commission directs the work of the commission and is responsible
for uniformity, substantive correctness, and objectiveness of procedures of
the commission during the examination.
- Present at an examination can be persons who received permission from the
chairman of the commission.
- Chairman of the commission checks the identity of the applicant according
to documents attached to the application.
- If during an examination an applicant uses disallowed aids, the commission
can expel him from further course of the examination, whereby the commission
shall make a written record of this in an examination report.
- The commission shall confirm that an examination was taken and its results
in an examination report signed by all members of the commission.
- An applicant is evaluated separately for each of the subjects by the pertinent
examining commissioner.
- Knowledge is evaluated in the following way:
- passed, if the applicant documented the required extent of knowledge
and practical experience in all subjects and in a practical test made no
more than 3 percent of faults in both transmission and reception of Morse
code,
- failed, if the applicant did not document the required extent of knowledge
and practical experience to the required extent in at least one subject.
- If the applicant passes the examination, he shall be awarded a certificate.
Article 8
- If an applicant fails in just one subject in an examination pursuant to
Article 6, Paragraph 2, he can take a second examination at a term specified
by the chairman of the commission.
- If an applicant fails in several subjects, he can repeat the examination,
however, in its full extent. The repeated examination takes place at a term
specified by the chairman of the commission.
Article 9
Effectiveness
This measure shall become effective on May 1, 2004.

- Knowledge of English, ability to send and receive a radiotelegraph message
in English.
- A restricted certificate of radiotelephone operator in aeronautical mobile
service I
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the aeronautical mobile service.
- Knowledge of basic principles of radiotelephony.
- Detailed knowledge of provisions of the Radio Regulations pertaining
to radiotelephony communication, in particular the part regarding safety
of human life
- Basic theoretical and practical knowledge of electrical engineering
and wireless technology.
- Basic knowledge of English, ability to send and receive a radiotelegraph
message in English.
- A restricted certificate of radiotelephone operator in aeronautical mobile
service II
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the aeronautical mobile service.
- Knowledge of basic principles of radiotelephony.
- Detailed knowledge of provisions of the Radio Regulations pertaining
to radiotelephony communication, in particular the part regarding safety
of human lives.
- Basic theoretical and practical knowledge of electrical engineering
and wireless technology.
- Ability to send and receive a radiotelegraph message in the state language.
- A general certificate of an operator in maritime mobile service
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the maritime mobile service.
- Knowledge of principles of radiotelephony, ability to correctly send
and receive a message using a radiotelephone and direct-printing telegraphy.
- Detailed knowledge of provisions of the radio communications regulations,
knowledge of regulations regarding charges for radio communication and knowledge
of those parts of provisions of the International Convention on Safety of
Life at Sea pertaining to radio communications.
- Detailed practical knowledge of operation of all subsystems and devices
of global maritime distress and safety system (GMDSS).
- Theoretical and practical knowledge of electrical engineering and wireless
technology.
- General knowledge of world geography.
- Knowledge of English, orally and in writing.
- A restricted certificate of an operator in maritime mobile service
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the maritime mobile service.
- Knowledge of principles of radiotelephony, ability to correctly send
and receive a message using a radiotelephone and direct-printing telegraphy.
- Knowledge of regulations related to radio communications, in particular
knowledge of those parts of provisions that pertain to safety of human life
at sea.
- Practical knowledge of operation of all subsystems and devices of global
maritime distress and safety system (GMDSS) required for navigation of ships
within reach of coast stations working in very high frequency bands (VHF)
- Theoretical and practical knowledge of electrical engineering and wireless
technology.
- General knowledge of world geography.
- Knowledge of English, orally and in writing.
- A general certificate of a radiotelephone operator in maritime mobile service
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the maritime mobile service.
- Knowledge of basic principles of radiotelephony.
- Detailed knowledge of provisions of the Radio Regulations pertaining
to radiotelephony communications, in particular those parts of provisions
pertaining to safety of human life
- Detailed practical knowledge of practical operation and setup of radiotelephone
equipment.
- Theoretical and practical knowledge of electrical engineering and wireless
technology.
- General knowledge of world geography.
- Knowledge of English, ability to send and receive a radiotelephone message
in English.
- A restricted certificate of a radiotelephone operator in maritime mobile
service
- Legal regulations for the area of electronic communications, provisions
of the Radiocommunications Order pertaining to the maritime mobile service.
- Knowledge of basic principles of radiotelephony.
- Detailed knowledge of provisions of the Radio Regulations pertaining
to radiotelephony communications, in particular those parts of provisions
pertaining to safety of human life
- Basic theoretical and practical knowledge of electrical engineering
and wireless technology.
- Ability to send and receive a radiotelephone message in the state language.
- A restricted certificate of a radiotelephone operator for inland waterways
- Legal regulations for the area of electronic communications, provisions
of the Radio Regulations pertaining to the maritime mobile service.
- Knowledge of basic principles of radiotelephony.
- Detailed knowledge of provisions of the Radio regulations pertaining
to radiotelephony communications, in particular those parts of provisions
pertaining to safety of human life knowledge of the Regional agreement on
radiotelephony service on inland waterways.
- Basic theoretical and practical knowledge of electrical engineering
and wireless technology.
- Ability to send and receive a radiotelephone message in the state language.
- A certificate of a land radiotelegraphy operator
- Legal regulations for the area of electronic communications.
- Knowledge of basic principles of radiotelegraphy and radiotelephony.
- Operating a transmitter and receiver station.
- Basic theoretical and practical knowledge of electrical engineering
and wireless technology.
- Ability to transmit and receive telegraphic alphabet (at least 90 symbols
per minute during a five minute transmission and reception).
- A certificate of an operator of amateur stations
Class D
- National and international legal regulations for the operation of amateur
stations (basic provisions) and general licensing terms for amateur service.
- Basic knowledge of electrical engineering and wireless technology, basic
types of antennas, their use, receivers and transmitters, conditions and propagation
of electromagnetic waves, safety rules for work with electrical devices and
with electrical voltage.
- Radio amateur operating rules for VHF.
Class C
- National and international legal regulations for the operation of amateur
stations (basic provisions) and general licensing terms for amateur service.
- Basic knowledge of electrical engineering and wireless technology, basic
types of antennas, their use, receivers and transmitters, conditions and propagation
of electromagnetic waves, safety rules for work with electrical devices and
with electrical voltage.
- Radio amateur operating rules for MW and VHF.
- Telegraphic alphabet (rate 25 symbols per minute in a three-minute transmission
and three-minute reception).
Class B
- At least one year of practice as an operator in class C or D and making
at least 500 radio amateur connections (apart from repeaters and competitions).
- Detailed knowledge of national and international legal regulations for the
operation of stations and general licensing terms for amateur service.
- Detailed knowledge of electrical engineering and wireless technology, basic
types of antennas, their use, receivers and transmitters, conditions and propagation
of electromagnetic waves, safety rules for work with electrical devices and
with electrical voltage.
- Detailed knowledge of radio amateur operating rules for MW and VHF.
- Telegraphic alphabet (rate 40 symbols per minute in a three-minute transmission
and three-minute reception).
Class A
Two years of practice in class B and making at least 3000 radio amateur connections
(apart from repeaters and competitions).
