Measure of the Telecommunications Office of the Slovak Republic No. O-2/2004 of April 19, 2004, laying down the tariffs for the right to use frequencies

The Telecommunications Office of the Slovak Republic pursuant to Article 33 Paragraph 2 of Act No. 610/2003 Z.z. on electronic communications herewith sets out

Article 1

Tariffs for the right to use frequencies are specified in the annex.

Article 2

This measure comes into effect on May 1, 2004.

Tariffs for the Right to Use Frequencies

Item 1


For demarcating of frequencies in type /index.php?ID=1 SKK 15 000.

Item 2

For frequencies and identification sign of an amateur station SKK 100.

Item 3

For assigning of frequencies in a special authorization2) for trial operation, the fee for frequencies determined according to items 9, 13 to 23 shall be multiplied by two.

Item 4

For frequencies and identification signs assigned in a special authorization2) for
a) research, manufacturing or demonstration SKK 2 400 per year
b) sale, repair, or maintenance SKK 1 200 per year.

Item 5

For frequencies and identification signs for stations of aeronautical mobile service and stations of maritime mobile service, for the main transmitter with device power
a) up to and incl. 5 W SKK 600 per year
b) up to and incl. 10 W SKK 1 200 per year
c) up to and incl. 25 W SKK 1 800 per year
d) up to and incl. 100 W SKK 3 600 per year
e) up to and incl. 500 W SKK 4 800 per year
f) over 500 W SKK 9 600 per year.

Item 6

For frequencies and identification signs for aeronautical survive devices and maritime survive devices, specifically
a) onboard radiolocation equipment, if it is not a component of an aircraft mobile station or ship mobile station SKK 1 200 per year
b) radio altimeter, if it is not a component of an aircraft mobile station SKK 600 per year.

Item 7

For frequencies and identification signs for land survive devices, specifically
a) radiolocation device SKK 3 600 per year
b) radionavigation device SKK 1 200 per year.

Item 8

For a common frequency and a frequency for wireless microphones for a network with a number of radio stations
a) up to and incl. 5 with maximum power up to and incl. 1 W SKK 300 per year
b) up to and incl. 10 with maximum power up to and incl. 1 W SKK 1 200 per year
c) over 10 with maximum power up to and incl. 1 W SKK 1 800 per year
d) up to and incl. 5 with maximum power up to and incl. 5 W SKK 1 200 per year
e) up to and incl. 10 with maximum power up to and incl. 5 W SKK 2 400 per year
f) over 10 with maximum power up to and 5 W SKK 3 600 per year.

Item 9

For one frequency for an area demarcated by the range of the base station per year for the base station and a relay station that changes the range of the base station of a private electronic communication network

S = S1 x K1 x K2 x K3, where
S1 SKK 120 per 1 kHz
K1 number of kHz
K2 (P x 0.1 hefstr)1/2 where P is maximum radiated power (ERPmax )/W/ and hefstr is/36 hefs is 1/36 of the sum of effective altitudes in azimuths by 100 determined according to the Vienna Agreement (Berlin 2003)3), where in case that hef is less than 1 it shall be replaced by the value 1
The lowest value of K2 equals1.
K3 = 1 for an exclusive frequency
0.5 for a shared frequency.

Item 10

For one frequency for a network of mobile stations for a network with the number of radio stations
a) up to and incl. 5 with maximum power up to and incl. 1 W SKK 3 000 per year
b) up to and incl. 10 with maximum power up to and incl. 1 W SKK 6 000 per year
c) over 10 with maximum power up to and incl. 1 W SKK 9 000 per year
d) up to and incl. 5 with maximum power up to and incl. 10 W SKK 6 000 per year
e) up to and incl. 10 with maximum power up to and incl. 10 W SKK 12 000 per year
f) over 10 with maximum power up to and incl. 5 W SKK 18 000 per year.

Item 11

For assigning of frequencies under items 9 and 10 in an operation authorization for a period shorter than seven days, the one-off payment shall be determined proportionally with regard to the number of days of the authorization in a month.

Item 12

For identification signs assigned for one base, fixed, or mobile station SKK 60 per year.

Item 13

For frequencies for a base station of a public mobile network and a relay station of this network, that changes the range of the base station on assigned frequencies

SKK 36 000 regardless of the number of frequencies and power per year.

Item 14

For individually assigned frequencies for group electronic communication networks and public paging for each assigned frequency per year

Where S1 is SKK 300 per one kHz
K1 is the number of kHz
K2 is the coefficient of territorial assignment, that is
a) for national assignment = 1
b) for assignment for the region of

c) For more regions the coefficient is the sum of coefficients under Letter b).

Item 15

For a frequency for a radio station of land fixed service in the band up to 1 GHz for a channel unit included in the plan of frequency spectrum use with regard to power of the device
a) up to and incl. 0.1 W number of channel units x SKK 360 per year
b) up to and incl. 1 W number of channel units x SKK 1 800 per year
c) up to and incl. 10 W number of channel units x SKK 3 600 per year
d) up to and incl. 100 W number of channel units x SKK 6 000 per year
e) up to and incl. 500 W number of channel units x SKK 9 000 per year
f) up to and incl. 1 kW number of channel units x SKK 36 000 per year
g) over 1 kW number of channel units x SKK 60 000 per year.

If the plan of frequency spectrum use does not specify the channel unit, the channel unit for the band up to 30 MHz is 10 kHz and for the band above 30 MHz it is 25 kHz.

Item 16

For a frequency for a radio station of land fixed service in the band above 1 GHz regard to power of the device and for an antenna specified in the plan of frequency spectrum use
a) up to and incl. 1 mW band width in MHz x SKK 600 x k per year
b) up to and incl. 5 mW band width in MHz x SKK 1 200 x k per year
c) up to and incl. 10 mW band width in MHz x SKK 1 800 x k per year
d) up to and incl. 100 mW band width in MHz x SKK 2 400 x k per year
e) up to and incl. 500 mW band width in MHz x SKK 3 000 x k per year
f) up to and incl. 1 W band width in MHz x SKK 3 600 x k per year

where k is the coefficient of the frequency band, specifically
up to 10 GHz band k = 1

For overstepping the opening angle for every additional deviation of plus two degrees or minus two degrees the charge shall be doubled.

Item 17

For one frequency up to 1 GHz per year for transmission as well as reception on the point side in systems Point – Multipoint in SKK:

S = 12 000 x P x (0.1 hefstr) ½ x k, where

P is the power value of the device in W
hefstr is 1/36 of the sum of effective altitudes in azimuths
by 10 determined according to the Vienna Agreement (Berlin 2003)3) where in case that hef is less than 1 the value 1 is considered.
If hefstr is less than 10, this value shall be taken into the calculation.

k is the attractiveness coefficient with regard to full or partial coverage:
k = 1 cities over 100 000 inhabitants,
k = 0.85 cities over 50 000 inhabitants,
k = 0.7 cities over 20 000 inhabitants,
k = 0.5 other.

Item 18

For one frequency up to 11 GHz per year for broadcasting transmission as well as reception on the point side in systems Point – Multipoint in SKK:

S = 18 x Y x P x Es x (0.1 hefs)1/2 x k1 x k2 where

Y is bandwidth in MHz
P is power of device in dBm
Es is X x Z, where X is the number of sector antennas and Z is the value for sector up to and incl.
450 = 1,
900 = 2,
1200 = 3,
1800 = 4.

hefs is 1/36 of the sum of effective altitudes in azimuths by 100 determined according to the Vienna Agreement 1999, where in case that hef is less than 1 than 1 is considered,
If hefs is less than 10, then this value is taken into the calculation.

k1 is 1.2 for the band 3.5 GHz and for other bands according to Item 16.
k2 is attractiveness coefficient with regard to full or partial coverage:
k2 = 1 cities over 100 000 inhabitants,
k2 = 0.85 cities over 50 000 inhabitants,
k2 = 0.7 cities over 20 000 inhabitants,
k2 = 0.5 other.

When antennas are used with opening angle of less than 300, the calculation on the point side will be used as for networks Point – Point according to Item 16.

Item 19

For one frequency above 11 GHz per year for broadcasting as well as reception on the point side in systems Point – Multipoint in SKK:

S = 30 x Y x P x Es x k1 x k2 where

Y is bandwidth in MHz
P is power of device in dBm
Es is X x Z, where X is the number of sector antennas and Z is the value for sector up to and incl.
450 = 1,
900 = 2,
1200 = 3,
1800 = 4.

k1 is a frequency band coefficient /as for point-point communication/, for the band 26 GHz = 0.79
k2 is the attractiveness coefficient with regard to full or partial coverage:
k2 = 1 cities over 100 000 inhabitants,
k2 = 0.85 cities over 50 000 inhabitants,
k2 = 0.7 cities over 20 000 inhabitants,
k2 = 0.5 other.

Item 20

for frequencies for one
a) electronic newsgatherig device SKK 1 200 per year
b) device for temporary fixed links SKK 6 000 per year.

Item 21

For every frequency channel unit with bandwidth of 8 MHz for distribution of television programs (Multichannel Multipoint Distribution System)

S = K x X x Y, where

X is a value depending on the output power of the device
a) up to and incl. 0.5 W per channel SKK 120 per year
b) up to and incl. 1 W per channel SKK 240 per year
c) up to and incl. 2 W per channel SKK 480 per year
d) up to and incl. 10 W per channel SKK 960 per year
e) up to and incl. 20 W per channel SKK 1 500 per year
f) above 20 W per channel SKK 1 920 per year.

and Y is ( 0.1 hefstr )1/2. The lowest value of Y equals 1.

hefstr is equal 1/36 of the sum of effective altitudes counted according to CCIR 370 – 7 recommendation by 10 o. Negative values of h ef are replaced by 1.

K = 1 for bands up to 30 GHz and
0.7 for bands above 30 GHz.

For distribution systems with reverse transmission, charges for the reverse channel according to Item 18 will be used.

Item 22

For every frequency for a terrestrial station of the satellite service with bandwidth
a) up to and incl. 100 kHz SKK 12 000 per year
b) up to and incl. 1 MHz SKK 24 000 per year
c) up to and incl. 4 MHz SKK 48 000 per year
d) above 4 MHz SKK 72 000 per year.

Item 23

For frequencies for a mobile station of the satellite service
assigned width of the frequency band up to 4 MHz above 4 MHz
daily payment SKK 800 SKK 3 000
monthly payment SKK 9 000 SKK 35 000
annual payment SKK 48 000 SKK 72 000

A daily, monthly, or annual charge is applied for frequencies for a mobile station of the satellite service depending on where the payment is lowest

Item 24

Settlement according to items 5, 6, 7, 8, 10, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 for a period shorter than one year is one-twelfth of the annual charge for these items for every started calendar month.

Item 25

For stations of medical facilities, rescue services to save human lives, firefighters, and municipal police, the charge for items 8, 10, 12 and 14 shall be reduced by 50 percent.
